The Sims 4 will be an Offline Single Player game with optional Online components for additional fun and social gameplay elements.
The Sims 4 is in Alpha stage of development, meaning that the Sims 4 is still in a very early stage of development, and may not contain all of the features that are planned for the final version.

Gameplay
New Emotional Gameplay.
Emotions can be considered a temporary trait that influences the interactions your Sim can do. For example a Sim cannot flirt when he/she is Angry.
Certain objects can enhance an emotion that the Sims is already feeling.
Colour does not influence Sims’ mood, a blue room won’t make a Sim sad.
Emotions cause different walks/facial expressions (when appropriate).
Negative (sad) emotions are not a bad thing because they unlock other gaming possibilities.
Depressed Sims gain access to different artistic, writing and musical styles.
Angry Sims will exercise more effectively and gain the ability to “Rage Run” on a treadmill or take anger out on punching bag.
Emotions come in base and tone form, for example the base emotion Angry can have an Enraged tone

A goal your Sim wants to do in the moment (The Sims 2: Want – The Sims 3: Wish), like mix a drink or play with a chess set.

A single button to place a foundation under the entire house and adjust its height. If there are stairs onto the foundation, the stair height will automatically adjust with the foundation height.
Foundations were unfinished at Gamescom, there was no word on basements or single tile foundation placements.

No tool for split levels at the time, still considering it at Gamescom
Roofs
Can make sides of roofs longer or shorter while keeping the roof size (above the house) the same

Magazine Mode is an improved system of the Blueprint system in The Sims 3, can instantly place entire decorated rooms which can then be adjusted.
In the User Interface there will be an option called filters, this filters all the objects based on a colour.

There is a button that shows different times of day so you can see what your house looks like. There were more options than just day and night.

There are also emotional face overlays when appropriate, so you will sometimes see a sad face when a Sim is sad.
Socializing
In a social group Sims will make a circle to socialize optimally
Sims have almost proper jaw movement when they talk, not exact lip sync but jaw movement is based on roughly what and how loud the sound is.
Sims do not need to always face another Sim completely to have conversation
Sitting
Sitting animation is more fluid
Many of the standing animations can also be done seated
Routing and Side Steps
Improved routing – goal is to make Sims almost never get stuck or have routing fails

Professional musicians were asked to swap hands to record Sims playing an instrument badly.
Tone and pronunciation of Simlish will depend on emotional state
